wait...which country is the kidnapper going to be from? water or fire?
oh! i just thought of something okay he could have been one of the guards in the water palace and went to the fire ne as a guard because they're swapping some people so the people of the countries will trust each other more (like what i explained why he and Sarah were arranged to be married) and that's part of the plan to get the poeple of the two countries to trust each other so they can fight in the war together and all (idk if you like that idea, but yeah)
