He pulled her closer to whisper it into her ear so that the guards couldn't hear, he had to keep it secret until he could convince his father and the council to change the rules since he wasn't king yet.

She kind of just stood there not sure what to say now. She was probably a hundred shades of red right now, but sad at the same time. She could love him and he could love her but she knew she could not truly ever have him.
She went to speak but a guard walked up to them "we should get back she should be checked by the doctors your highness" he said noticing the deep bruises on her wrists "those do not look good"
