They hadn't told their children that they can change into humans themselves once they reach the age of 18 so they are unaware that it is possible without some kind of magic. The original story of "The Little Mermaid" is both true and one that is widely known and referred to among the merpeople and many fear that such a thing would happen to them if they tried to go to the surface.
